Expertise

    Iain joined Dickinson Dees in 1999 from Eversheds. Iain has significant experience of a wide variety of PFI projects particularly within the local authority sector. Iain’s original legal background was as a property lawyer; however with the development of PFI/PPP, he has now become a full time PFI and projects lawyer. Iain heads up most of the Projects Team’s work with the local authority sector.

    Iain is part of the team advising the London Borough of Newham on its Wave 1 BSF Project.

    Middlesbrough Council Building Schools for the Future Project
    Iain is leading the team advising the Council on its BSF Project.

    Durham County Council Building Schools for the Future Project
    Iain is part of the team advising the Council on its BSF Project.

    Newcastle City Council Building Schools for the Future Project
    Iain is part of the team at Dickinson Dees advising Newcastle City Council in relation to its BSF programme.

    Darlington Borough Council Schools Scheme PFI
    Iain was the partner in charge of advising the Authority on this £35m scheme which closed in March 2004.

    Lincolnshire Schools PFI Scheme
    Iain led the team acting for the preferred bidder on this project which closed in September 2001.

    Health

    Salford Royal Hospital NHS Trust and Tameside and Glossop Acute Services NHS Trust
    Iain is advising the Trust on the Northern Batch PFI scheme for the re-provision of Hope Hospital and
    Tameside General Hospital.

    East Lancashire Hospitals NHS Trust
    Iain advised the Trust on this project to redevelop the Queen’s Park Hospital Site in Blackburn.

    North Durham Health Care NHS Trust
    Iain was a member of the Dickinson Dees team and advised on the commercial aspects of this project for a new community hospital in Chester-le-Street, which signed in May 2002.

    Morpeth Mental Hospital and Patient Village
    Iain led the team advising the preferred bidder on this £18m scheme to provide a new hospital to the Northumberland Mental Health Trust.

    Workington Community Hospital
    Iain led the team advising the preferred bidder in relation to a community hospital project at Workington with the West Cumbria Primary Care Trust. The project closed in August 2003.

    Iain is leading the team advising the Council in relation to its Waste PFI scheme.

    Cumbria County Council
    Iain is leading the team advising the Council in relation to its waste PFI scheme.

    Gateshead Council Customer Services Strategy
    Iain advised Gateshead Council in relation to the procurement strategy and scoping to deliver its Customer Service Strategy which included the development of a number of local information service centres. The project was developed on the basis of a strategic partnership between the council and its preferred private sector partner.

    Tyne & Wear Fire Authority
    Iain led the team acting for the Authority on this project which closed in March 2003.

    Redcar/Cleveland Council Offices Scheme
    Iain led the team acting for the preferred bidder on this project which closed in March 2001. He was responsible for negotiation of the Project Agreement and payment mechanism.

    Northumbria Police Authority
    At his previous firm, Iain led the team on this project, a PFI pathfinder signed in 1998.

    HM Prisons Service
    Iain led the team in advising the Prison Service in relation to this energy PFI, which signed in August 2001.
