- Mitchell is a partner in the Housing Investment Team, and head of the firm’s Social Housing Group. He has over 20 years’ experience in dealing with public sector development and housing portfolio acquisition work, specialising specifically in social housing law and practice and NHS Trust estates work.
He acts on behalf of local authorities, RSLs, NHS Trusts, property companies, funders and housing charities, handling bulk conveyancing transfers both in the public and private sectors. His background also includes retail portfolio management work, which has been a key element of a number of recent mixed housing/retail schemes.
He is a regular speaker at seminars and conferences organised by housing and public sector bodies. In addition, he is a contributor to a number of housing and projects publications, writing articles on conveyancing and land issues.
He is included in the latest edition of the Legal 500 and Chambers Guides to the Legal Profession as a leading individual for housing association law in the North of England.

Acting on behalf of North British Housing in connection with the Walker Riverside regeneration project for 3,500 new units of affordable housing in Newcastle upon Tyne
1999/2006 Renaissance Social Housing Limited
Acting in connection with the negotiation of PPP and nomination arrangements for new facilities for people with learning difficulties. Partnering councils include Rochdale, Nottinghamshire, Devon, Cumbria, Bradford, Calderdale, Oxfordshire and Derbyshire
2004/2006 Cleadon Park Regeneration Project
Acting on behalf of Enterprise 5 Housing in connection with the 1000 unit regeneration project for the Cleadon Park Estate in South Shields
2004/2006 Spirit, Nomad/DAMHA and NEET consortia for NAHP bidding
Acting on behalf of Nomad Housing Group in its Housing Corporation Challenge Fund consortium bid with Durham Aged Mineworkers Homes, and for 2 other consortia of RSLs in similar projects
2000 - 2004 Selby Non-HRA new build housing PFI Project
Selby Social Housing Scheme: Heading the team acting on behalf of the Council for this project to develop 250 new units of affordable housing in the District. Work has included drafting the Project Agreement, project managing the procurement process (including the BAFO stage) and advising the Council on vires issues.
2004 - Home Housing Group
Acting for Home Housing in the acquisition of Copeland Borough Council’s 4100 units of council housing along with associated staff and assets. Drafting transfer documentation, advising on pension and TUPE issues, dealing with all conveyancing and transfer issues and assisting with post-transfer matters including establishment of service level agreements
