Expertise

    Tim joined Dickinson Dees in 1988 from Freshfields and became a partner in 1990. He is now head of our Projects Team, giving him overall responsibility for ensuring the delivery of services to our projects clients. He specialises entirely in PFI/PPP work and is often asked to lecture and write articles on PFI and related topics.

 

Experience

Education

Newcastle City Council
Tim led the team which advised Newcastle City Council on its first schools PFI project, which closed in April 2002.
South Tyneside and Gateshead Building Schools for the Future
Tim is advising both councils on their joint project under the Government’s Building Schools for the Future scheme.

Health

Tim has advised a number of NHS Trusts on major, acute PFI schemes including:
Belfast City Hospital Trust
Tim led the team advising the Trust in relation to this £60 million PFI scheme for a new cancer centre. The project closed in March 2003.
East Lancashire Hospitals NHS Trust
Tim advised the Trust in relation to this £80 million PFI scheme for the redevelopment of Queen’s Park Hospital in Blackburn. The scheme closed in July 2003.
Leeds Teaching Hospitals NHS Trust
Tim led the team advising the Trust on this PFI project to develop a new cancer centre at St James’ Hospital in Leeds. The scheme closed in October 2004.
Mid-Yorkshire Hospitals NHS Trust
Tim is leading the team advising the Trust on this £200 million scheme for the redevelopment of Pinderfields and Pontefract General Hospitals.
Newcastle Hospitals NHS Trust
Tim led the team advising the Trust on this £300 million scheme for redevelopment of the Royal Victoria Infirmary and Freeman Hospital in Newcastle. The project closed in May 2005.
Salford Royal Hospitals NHS Trust and Tameside and Glossop Acute NHS Trust
Tim is leading our team advising both these Trusts on the £200m “batched” scheme to redevelop Hope Hospital and Tameside General Hospital.
Langbaurgh PCT
Tim is leading our team advising this Trust on its scheme to replace the Stead Community Hospital in Redcar.
Aintree Hospitals NHS Trust
Tim is leading the team advising the Trust on its Elective Care Centre PFI scheme.
Energy PPP
Tim has advised a number of NHS Trusts on their CHP schemes, including the £7m PFI scheme at the RVI for steam and electricity.

Other Sectors

Transport PPP
Tim advised the reserve bidder for the City of Edinburgh Rapid Transit System which was proposed as a guided bus system.
Metro Reinvigoration
Tim is advising the Tyne & Wear Passenger Transport Executive on their scheme to update and enhance the Tyneside Metro system through a 20-year £500m programme of investment.
